Job Description

Program / Department Summary

Mercy Corps has been present in Afghanistan since 1986. Our work seeks to enable Afghans to improve their quality of life by strengthening their sustainable, equitable and legitimate livelihoods, with the ultimate goal to support Afghanistan to evolve from a fragile to a strong state. We focus our interventions on Agribusiness, Youth Skills Building, Natural Resources Management, Renewable Energy and Humanitarian Response. With funding from USAID, SIDA, EC, UNODC, Department of State - Bureau of Population Refugees and Migration, KfW Development Bank, and Aga Khan Foundation. In the last 5 years our efforts have benefitted approximately 300,000 program participants per year. Mercy Corps Afghanistan implements its programs in 10 provinces of the country through offices in Kabul, Kandahar, Badakhshan, Helmand, Baghlan, Takhar, Parwan, Uruzgan, Herat and Nangarhar.

General Position Summary

The incumbent of this position will direct and manage the security arrangements for the Mercy Corps Afghanistan Team. He/she will be responsible for the operational security of Mercy Corps Afghanistan.   The incumbent has to make threat / risk assessments and contextual analysis which shall be consulted with the his/her direct supervisor in order to make proper decisions when necessary and or required. These will all be done under oversight of the CD and with the approval of his supervisor.

Essential Job Responsibilities

  • Prepare daily and weekly security assessments of the Operational Security Situation of Afghanistan.
  • Attend weekly Senior Leadership Team Meeting and present the overall security situation of the country especially the provinces where Mercy Corps works in.
  • Site inspections as/when required.
  • Plan and conduct safety and security trainings/orientations for MCA staff and visitors.
  • Participate in programmatic planning, when required.
  • Proactively Liaises with the UNDSS, police department, and other related security organization to gather information regarding security and/or update on the security situation in Afghanistan. Also to maintain strong relations with other NGO security officers/managers.
  • Prepares, maintains and updates MCA security documentation including contingency plans, SOPs, and Security Management Plan.
  • Establishes contacts with relevant local authorities wherein MCA has activities.
  • Ensures that fire prevention devices and fire-fighting equipment are available on the premises; maintains fire evacuation plan and conducts fire drills and training as necessary.
  • Ensuring that all security arrangements are in place for all MCA premises here in Kabul as well as managing field offices through coordinating with field office Security Focal Points.
  • Provide required road clearance / approval for Mercy Corps Travels.
  • Ensures timely security advisories and information is provided to all staff.
  • Investigates security related incidents involving Mercy Corps personnel, project personnel and eligible dependents.
  • Assist in planning of protective practices and services for senior officials and Mercy Corps Expatriates as necessary, including Medical evacuation
  • Be aware of the Security policies and procedures of the MCA, and ensure that at all times they are being strictly adhered to.
  • Conduct regular operational meetings to review, monitor, adjust and upgrade the performance of the guards as a whole, explaining new directions and policies and procedures at the same time.
  • Delegates to and supervise all guards within the Mercy Corps Afghanistan and assist head guards in preparing work schedules, time sheets and shifts when necessary.
  • Directs and controls head guards as well as all subordinate to ensure day to day safety and security matters are handled on time and properly.
  • Implement and enforces safety regulations and house rules.
  • Prepare job responsibilities of the security guards. Adjust and update them according to the working situation.
  • Through close supervision recommend improvements and changes to the operation of the Security Department.
  • Trains personnel according to established procedures.
  • Work closely with Radio Operators on their day to day tasks and monitor movement within and beyond Kabul.
  • Travel to field offices for training and security assessments to support the team on the ground if/when needed.
  • Performs special duties as required or designated by director supervisor and CD.

Job Requirement

  • University Degree in Administration Management or Public Affairs are preferred.
  • Almost 5 years of experience in the field of Security Management. INGO experience is preferred.
  • Capable of managing Security staff
  • Able to work under difficult circumstances and display good judgment.
  • Fluency in English (written and spoken) and strong reporting skills.
  • Must be able to strategically advise staff on security issues.
  • Must have thorough understanding of Security Management System in an office.  
  • Must be able to represent Mercy Corps to external stakeholders especially Afghan government and other Peer Organizations.
