About Tetra Tech ARD-ISLA Project

The purpose of the Initiative to Strengthen Local Administrations (ISLA) Program is to strengthen the sub-national government system in Afghanistan to enable the Government of the Islamic Republic of Afghanistan (GIRoA) to improve provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. The ISLA program will strengthen subnational systems in the areas of planning, operations, communication, representation, and citizen engagement. Improvements in these areas, along with the passage of clear, legal sub-national governance frameworks by GIRoA will improve GIRoA’s ability to prioritize service delivery and develop central plans and budgets that represent provincial interests. This will lead to services that more closely respond to all citizens’ needs in health, education, security, justice, and urban services. As all citizens benefit from public services, their perception of government legitimacy will increase. The core problems to be addressed are better integration of provincial priorities into the national plan and budget, and strengthened flows of information. The program will work within the existing system to improve its functionality. This will be done by fostering a combination of top-down and bottom-up consultative processes between central and provincial levels to formulate plans and budgets that align with local community service delivery priorities and with national developmental priorities and available resources.


Job Description

Tetra Tech is currently accepting expressions of interest from qualified Mid/Sr-Level Civil/Structural Team Coordinator candidates with an emphasis on Irrigation Canals, Airfield Development, and Renewable Energy, Electric Power Transmission and Distribution (T&D), electric substation design, for on-going USAID-funded Engineering Services Project in Afghanistan. The overall objective of this program is to provide direct engineering expertise on a variety of engineering projects for our client. Selected candidate will work on technical-related tasks in addition to managing a staff of Jr/Mid-Level Civil/Structural Engineers and mentoring Entry-Level and Intern-Level Civil/Structural Engineers.  Responsibilities will be delegated based on candidate experience and area of technical expertise.


The above person serves as the Civil/Structural Team Coordinator in the Tetra Tech Engineering Support Program (ESP) implemented by USAID.  He/She works under the supervision of the Engineering/Technical Services Director and his/her role is to supervise all Civil/Structural engineering activities related to Irrigation Canals, Airfield Development, and Renewable Energy, Electric Power Transmission and Distribution (T&D), electric substation design and general facility design, and coordinate the support activities of the other engineering specialists as needed.  The Civil/Structural Team Coordinator shall also coordinate specific reach back tasks with the US home office support staff as needed.

Specific Job Functions:

  • Engage in training and mentoring programs for local national staff.
  • Act as the lead of ESP Civil/Structural Engineering professionals.
  • Provide direction, assignments, training and mentoring of advanced civil/structural engineering methodologies to Engineers.
  • Develop engineering drawings, specifications and bill of quantity of civil/structural designs and design-reviewed projects.
  • Organize and moderate meetings on an as-needed basis.
  • Supervise how to organize and file project documents in accordance with company standards.

Travel Requirements:

  • Travel is required to attend different project sites and potential meetings held at the Kabul Office or at the U.S. Embassy.


  • Work with a well-qualified team of TetraTech expatriate and local Afghan engineers and construction inspectors, subcontractor design engineers, and construction contractors to provide for the consultation, design, technical review and construction oversight of major drainage and irrigation canal systems, airfield planning and development, and electrical systems for power T&D projects, vertical structures and renewable energy systems from concept design, to design, to procurement support, to construction, to post construction activities.
  • Review and design contractor-submitted shop drawings, and contractor construction submittals.
  • Respond to contractor’s questions and requests for information related to major drainage and irrigation canal systems, airfield planning and development, and electrical systems for power T&D projects electrical and sustainable energy issues.
  • Prepare written technical reports, memoranda, progress reports, and other routine correspondence.
  • Develop civil/structural designs for vertical and horizontal structures.
  • Develop bill of material according to design documents.
  • Review contract and project technical specifications.
  • Review contractor invoicing.
  • Review geotechnical reports and construction test reports.
  • Participate in stakeholders’ meetings.
  • Perform other duties as assigned by supervisor.
  • Supervise Jr/Mid-level Civil Engineers.
  • Mentor Entry-Level and Intern-Level Civil Engineers.


Supervision Received:  The Civil/Structural Team Coordinator reports to the Engineering/Technical Services Director.

3.  Exercise of Judgment: The Civil/Structural Team Coordinator must be able to exercise sound managerial judgment in matters concerning the fulfillment of project goals. The Civil/Structural Team Coordinator must be familiar with Quality Control, Quality Assurance, Project Scheduling, Health and Safety, Construction Management and Engineering.

4.  Authority to Make Commitments:  The Civil/Structural Team Coordinator is authorized and required to provide technical guidance and direction to subordinate Engineers and Contractors as authorized by the Engineering/Technical Services Director and the Chief of Party, and within the terms of current Implementation Plans, Statements of Work, and Contracts.

5.  Supervision Exercised: The Civil/Structural Team Coordinator is responsible for the oversight and supervision of Mid, Junior, Entry-Level Civil/Structural, team members.

Job Requirement

  • Bachelor of Science in Civil or Structural Engineering, or equivalent from accredited college or university.  Master’s degree is preferable.
  • A minimum of 8 years of previous experience with engineering design, technical review, submittal and shop-drawing evaluation, and construction oversight, with a preference for experience on major drainage, hydraulic structures and irrigation canal systems, airfield planning and development, and electrical systems for power T&D projects.
  • Previous working experience with USAID, USACE, AFCEE, Navy, DOD, DOS, or similar international NGOs funded projects.
  • Knowledge of using international codes and standards such as IBC, ACI, AISC, AASHTO, ANSI, etc.
  • Proficiency in the following software systems: Microsoft Office Suite (Outlook, Excel, Word, PowerPoint), PDF readers and writers. 
  • Proficiency in technical software such as AutoCAD, Civil 3D, STAAD Pro, STAAD Foundation, SAP2000, ETABS, SAFE, PLS CADD, PLS TOWER, PCASE & PROFIS Engineering Suite, is preferred. 
  • Proficient written and verbal communications skills in English, Dari & Pashto.
