About Tetra Tech ARD-ISLA Project

The purpose of the Initiative to Strengthen Local Administrations (ISLA) Program is to strengthen the sub-national government system in Afghanistan to enable the Government of the Islamic Republic of Afghanistan (GIRoA) to improve provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. The ISLA program will strengthen subnational systems in the areas of planning, operations, communication, representation, and citizen engagement. Improvements in these areas, along with the passage of clear, legal sub-national governance frameworks by GIRoA will improve GIRoA’s ability to prioritize service delivery and develop central plans and budgets that represent provincial interests. This will lead to services that more closely respond to all citizens’ needs in health, education, security, justice, and urban services. As all citizens benefit from public services, their perception of government legitimacy will increase. The core problems to be addressed are better integration of provincial priorities into the national plan and budget, and strengthened flows of information. The program will work within the existing system to improve its functionality. This will be done by fostering a combination of top-down and bottom-up consultative processes between central and provincial levels to formulate plans and budgets that align with local community service delivery priorities and with national developmental priorities and available resources.

 

Job Description

Roles and Responsibilities

Since 2015 USAID ISLA has been providing technical and financial support to MoEc on provincial planning and monitoring mechanisms, policy development, research, economic development analysis, and upgrading the Central Monitoring and Reporting system (CMRS) and Provincial Monitoring and Reporting System (PMRS). USAID ISLA seeks to hire a Senior Technical Advisor to the Ministry of Economy with knowledge and experience in the field of Planning, Policy Development, Economic Development Analysis, and M&E to continue this work. The Advisor will work closely with Deputy Minister’s Office for Policy and Technical Affairs as well as with MoEc’s General Directorate for Design and Consolidation on analysis of planning processes and related M&E mechanisms. The Advisor must be well-versed in analysis of large technical documents and data and able to summarize such information into concise, comprehensive, and digestible reports to USAID and MoEc.

Specific Tasks

  • Support MoEc on a variety of technical and programmatic activities, including Planning, Policy Development, and Economic Development Analysis
  • Develop a Capacity Building Plan for MoEc, and provide capacity building support to MoEc leadership and General Directorate of Planning and Consolidation on policy drafting and economic development, and support MoEc’s efforts to improve sustainability of activities at the provincial and central levels
  • Initiate and develop economic analysis and economic balance development opportunities at the provincial level
  • Strengthen communications between Provincial Directorates of Economy (DoEcs), Provincial Line Departments (PLDs), and Ministry of Economy officials in Kabul
  • Engage with development partners and government stakeholders on developing and improving planning processes, and support the MoEc leadership at such discussions
  • Work closely with MoEc leadership on reviewing of official agreements and papers to be discussed at the cabinet level, and provide technical input and advice on strategic documents related to MoEc’s mandate
  • Support MoEc to improve effectiveness of the Provincial Monitoring Reporting System (PMRS)
  • Support implementation of standard M&E mechanisms and reporting on Provincial Development Plans
  • Work with MoEc GDDC and USAID ISLA technical staff on the rollout of the DoEc Operation Guideline
  • Support the USAID ISLA MoEc M&E Advisor and MoEc on upgrading the CMRS and PMRS, and developing and rolling out a guideline on these systems
  • Collect and analyze data on barriers and opportunities related to economic development in Afghanistan, under the guidance of USAID ISLA’s technical staff
  • Support coordination of Policy, Planning, Budgeting and M&E related discussions among all MoEc, IDLG, and MoF, in coordination with USADI ISLA management
  • Other assignments, as instructed by USAID ISLA.

Reporting

The Senior Technical Advisor will report to the USAID ISLA Senior Provincial Planning Specialist. However, as an embedded Technical Advisor at the Ministry of Economy, he/she will receive day to day supervision from the General Director of Design and Consolidation or his appointed designate.

Job Requirement

  • A minimum of five years’ experience in the areas of development planning, economic development analysis, policy analysis such, monitoring and evaluation, and sub-national governance.
  • Excellent communication skills, including ability to write memos, reports, and policy papers, deliver oral updates and presentations to small and large groups, including senior level government or donor officials.
  • Master’s degree in Economics, Policy Analysis
  • Experience supporting and engaging with senior level government officials.
  • Previous experience supporting donor activities.
  • Creative thinker able to analyze processes and develop recommendations for specific audiences.
  • Collaborative attitude, and ability to successfully perform assigned duties both individually and as part of a team.
  • Fluency in English, Dari, and Pashto languages.
